Programme purposes

Programme 1: Administration

    Purpose: Administration provides administrative, management, financial, information and communication technology (ICT), research, policy coordination and good governance support functions that are necessary for all areas of service delivery by the department and in support of the functions of the ministry.

Objectives:

  • Provide effective and efficient financial and supply chain management.
  • Improve human resource capacity and management to enable the department to fulfil its mandate.
  • Ensure effective, legally sound, policy compliant and corruption free management of DCS.
  • Ensure effective knowledge management through improved information management systems and ICT solutions and services in order to ensure information-driven decision making.

Programme 2: Security

  • Purpose: Security provides safe and healthy conditions for all persons who have been incarcerated, consistent with their right to be treated with human dignity and in support of security for personnel and the public.
  • Objective: Prevent persons who have been incarcerated from participating in criminal activities and escaping by providing an environment that ensures the safety of all persons entrusted to the departments care as well as the safety of the public.
  • Security funds activities aimed at providing safe and healthy conditions for all incarcerated offenders, consistent with their right to be treated with human dignity, while providing protection for personnel and security for the public.

Programme 3: Corrections

  • Purpose: Corrections provide needs-based correctional sentence plans and interventions that are based on an assessment of the security risk and criminal profile of individuals. Corrections target all elements associated with offending behaviour and it focuses on the offence for which a person was sentenced to correctional supervision, remanded in a correctional centre or released on parole.
  • Objective: Address the specific rehabilitation needs of persons who have been sentenced to correctional supervision and incarceration in a correctional centre or of persons who have been released on parole. This is achieved through regular assessment and providing needs-based correctional programmes to address all the elements that are associated with offending behaviour.
  • Personal Corrections provide needs-based correctional sentence plans and interventions based on an assessment of the security risk and criminal profile of individuals, targeting all elements associated with offending behaviour.

Programme 4: Care

  • Purpose: Care provides needs-based care programmes and services that are aimed at maintaining the personal wellbeing of incarcerated persons in the department's care.
  • Purpose: Care provides needs-based care programmes and services that are aimed at maintaining the personal wellbeing of incarcerated persons in the departments care.
  • Objective: Ensure the personal wellbeing of incarcerated persons by providing various needs-based services.

Programme 5: Development

  • Purpose: Development provides needs-based personal development programmes and services to all offenders.
  • Objective: Provide needs-based educational, skills and other development-related programmes in order to facilitate the reintegration of offenders into communities.
  • Personal Development of offenders involves programmes and services that are aimed at developing skills and social development competencies, including technical training, recreation, sports, education and the operation of prison farms and production workshops.

Programme 6: Social Reintegration

    Purpose: Social Reintegration provides services focused on the following:
  • offenders preparation for release;
  • their effective supervision after release on parole and correctional supervision;
  • direct sentences for correctional supervision; and
  • the facilitation of their social reintegration into their communities.
  • Objective: Provide needs-based programmes and services to offenders to facilitate social acceptance and effective reintegration into their communities
  • Personal Development of offenders provides programmes and services that are aimed at developing skills and social development competencies, including technical training, recreation, sports, education and the operation of prison farms and production workshops.
  • Personal Wellbeing provides needs-based programmes and services aimed at maintaining the personal wellbeing of incarcerated offenders by facilitating physical fitness, social functioning, healthcare as well as spiritual, moral and psychological wellbeing.

Programme 7: Facilities

    Purpose: Facilities provides physical infrastructure that supports safe and secure custody, humane conditions, corrective services, care, development and general administration. Objective: Provide facilities to support the department in its core functions of security, corrections, development and care and social reintegration. Facilities can be divided into the following categories:
  • Public-Private Partnership (PPP) prisons fund the departments financial commitment to the suppliers of correctional services at the two PPP correctional centres. Funding is distributed according to contractual commitments linked to the consumer price index.
  • Facilities Planning funds the provision of infrastructure for correctional and other facilities. Funding is distributed according to priorities registered on the work control system database at the Department of Public Works.
  • Building and Maintenance funds the maintenance and upgrading of correctional and other facilities, the provision of power supplies, water purification and sanitation services. Funding is distributed according to historical patterns of expenditure and available funding.
