Chief Directorate: Executive Manager
The office of the Executive Manager provides strategic, administrative and
technical management support to the office of the National Commissioner with
respect to his overall responsibilities regarding the work of the Department.
The office further provides support to all Senior Managers in the department
and sees to smooth implementation and organizational performance management.
This office is also responsible for the overall management of strategic
planning, implementation and performance monitoring functions of the
Department. It ensures that service evaluation and inspectorate services are
carried out effectively and efficiently in the Department. The Directorates in
the office of the Executive Manager are the following:

Directorate Internal Audit
-
The Directorate Internal Audit provides independent world class internal
audit services in order to contribute to an excellent and accountable
Correctional Services.

Directorate Strategic Planning, Management and Monitoring
-
The Directorate Strategic Planning, Management and Monitoring is responsible
for the preparation and facilitation for the departmental strategic plan. They
provide technical support to all components of the department in planning,
performance and alignment of operational activities to strategic issues. The
unit furthermore monitors organizational performance and prepare annual
reports.

Directorate Management Secretariat

This Directorate is responsible for liaison between the offices of the
Minister, Deputy Minister and Commissioner and for the management of compliance
with the Department’s model on management systems and institutions. They
provide secretariat support at senior management meetings and to senior
management and help with the monitoring of the implementation of management
decisions, as well as the processing of Regional Executive Committee meetings.
This office is also responsible for liaison with regions, collating of branch
and regional submission for preparation of annual reports and other
departmental documentation and presentations, as well as other reports by
regions. This Directorate also coordinates the diaries of the Chief Deputy
Commissioners and Commissioner; they manage the referral system for the office
of the Commissioner and are responsible for the management and maintenance of
the electronic and manual storage of minutes and relevant management documents.

Directorate Inspectorate

The objective of the Directorate Inspectorate is to conduct internal service
evaluation by means of inspections o determine compliance with legislation,
policies and procedures with a view to ensuring that the standards set by the
legislation and policies are complied with. The Directorate is responsible for
the establishment of cause for non-compliance and the submission of reports on
inspection findings together with appropriate recommendations to enable
management to take informed decisions. They assist offices which are being
inspected with the correct interpretation of policy and determine whether the
theoretical policy provisions are reconcilable with the practice. They are
furthermore responsible for interacting with the relevant policy-making
components to ensure continuous development and maintenance of policies and
procedures and the development and maintenance of inspection tools with the
relevant policy makers. The Directorate compiles annual inspection programmes
based on identified risk areas and conduct comparative studies on inspection
practices to develop and enhance inspection strategies.

Directorate MISS

The Directorate Minimum Information Security Standards is responsible for
managing the total security function (personnel, document, physical,
communications and computer security). They give advice to management with
regard to security implications regarding management decisions and have to
identify all risks and threats to the security of the department, as well as
vulnerabilities in the department’s capacity to counter these. Base security
planning must be done on the risk level. The Directorate furthermore evaluates
and improves the effectiveness of security measures and procedures. They ensure
the security training of all officials and manage security awareness programs
in the department. Furthermore, they are responsible for the monitoring of the
extent of adherence/compliance to the security policies and measures of the
department (including ensuring that officials with access to sensitive
information are vetted). They are also responsible for the proper
administration of vetting applications, including keeping records of security
clearance issued, ensuring the completeness of vetting applications before
forwarding them to the vetting institution and the process of timeous
re-vetting.
