
In a significant ceremony held at the Department of Correctional Services (DCS) National Head Office, National Commissioner, Mr Makgothi Thobakgale officially welcomed and pinned insignia on a new cohort of senior managers. The event marked a key milestone in the Department’s ongoing commitment to leadership excellence and the advancement of employment equity targets.
The newly appointed senior managers include the following seven Area Commissioners:
- Baviaanspoort: Ms MM Kruger
- Krugersdorp: Mr ME Chapi
- Empangeni: Mr EE Chonco
- Kokstad: Ms ZI Mbhele
- Witbank: Mr PRM Gwambe
- St Albans: Ms S Moodley
- Mthatha: Ms PN Rini
Additional appointments include Mr RK Somaru as Regional Head: Corporate Services for the Free State and Northern Cape, and Ms T Gumede as Deputy Commissioner: Employee Relations at Head Office.
With five of the nine appointees being female, the Department has reaffirmed its unwavering commitment to gender equity and the representation of women at the Senior Management Service (SMS) level.
In his keynote address, National Commissioner Thobakgale underscored the ceremony’s importance, saying:
“We welcome new appointees into the Senior Management Service in a manner befitting both legal and organisational standards. It is a point of pride that the Public Service can attract ready, tried, and tested leaders.”
He emphasised that the SMS tier carries distinct responsibilities, governed by its own handbook and dispensation. The appointments, he added, reflect a deliberate two-pronged strategy to build leadership capacity.
“We prioritise qualified internal candidates where possible, without breaking any laws or prescripts,” he said, crediting this approach to effective succession planning and the Department’s ability to nurture leadership talent from within its own ranks.
National Commissioner Thobakgale outlined the unique challenges and opportunities facing each new leader. He advised the new Area Commissioner for Baviaanspoort to focus on navigating complex staff and union relations, while Empangeni’s leadership will need to stabilise its environment following a recent high-profile incident. He described Kokstad as a “national management area” that operates under heightened scrutiny from human rights institutions, requiring meticulous oversight.
Turning to St Albans, the National Commissioner highlighted its strategic role as a key determinant of the Eastern Cape’s overall security landscape. He also commended Witbank as a model of self-sufficiency and innovation, home to the country’s only brickmaking plant and a laboratory for sustainable projects.
To Ms Gumede, the new Deputy Commissioner: Employee Relations, National Commissioner Thobakgale issued a clear mandate to strengthen and harmonise the Department’s relationship with organised labour.
The ceremony served not only as a formal induction but also as a strategic briefing, equipping the new senior managers with a clear sense of their responsibilities, leadership expectations, and the Department’s broader vision for a secure, rehabilitative, and transformed correctional system.
