
The National Commissioner of the Department of Correctional Services (DCS), Mr Makgothi Thobakgale, today announced an unparalleled success of the Department’s festive season security operation, aptly dubbed ‘Operation Vala’. He also unveiled a comprehensive, transparent action plan to stabilise the troubled Western Cape region following several serious security incidents during the latter months of 2025. The briefing, held at the Government Communication and Information System (GCIS), framed these announcements as two pillars of a single, unwavering commitment to a safer, more accountable correctional system.
Faced with the perennially high-risk festive season, DCS made a shrewd decision to depart from the traditional Head Office-led Operation Vala by driving responsibility down to the Management Area level, thereby empowering heightened oversight. This decentralised model unleashed a wave of targeted activity, yielding unprecedented success.
The results, declared National Commissioner (NC) Thobakgale, were “nothing short of transformative.” A staggering 5,592 intensive searches were conducted across correctional centres nationally, a direct result of the new, agile strategy.
“Our renewed, intelligence-driven approach yielded the ultimate benchmark of security: for the entire operational period from December to January, we recorded zero escapes,” the NC stated emphatically. “This achievement, against a backdrop of the highest inmate population in recent years, is a testament to the dedication of correctional officials who executed this mission with precision.”
The contraband haul tells the story of a system intercepting threats with new efficiency. Notably, Correctional Officials confiscated 8,063 cell phones and removed 3,144 weaponised objects. They seized over 46 kilograms of dagga and significant quantities of Mandrax, alongside R102,726 in cash, striking at the financial engines of criminal networks within correctional centre walls.
“These figures are not just statistics; they represent thousands of potential violent incidents, drug trades, and criminal operations that have been prevented,” he said. “They affirm our enhanced institutional capacity to protect both our staff and inmates.”
Confronting Challenges Head-On: A Surgical Approach to Western Cape Instability
In a bold move underscoring a commitment to transparency, NC Thobakgale dedicated equal focus to sobering investigations into three major 2025 security incidents in the Western Cape region at Oudtshoorn and Pollsmoor correctional facilities.
The investigations revealed stark failures, ranging from inadequate risk assessment, breakdowns in command and control, security protocol violations, and, in one case, a deliberate escape facilitated by impersonation.
The Commissioner left no room for ambiguity in his response. “Where our systems or personnel have failed, we must, and we will act with decisive accountability,” he asserted. “Disciplinary and criminal processes are immediately underway against implicated officials, from operational staff to senior management.”
However, the response extends beyond individual accountability. Recognising the unique, syndicate-driven challenges of the Western Cape, the NC announced extraordinary, systemic measures. A stabilisation team is already deployed at Pollsmoor. More significantly, he has recommended that all subsequent criminal and disciplinary proceedings for the region be managed externally and independently.
“The nature of gangsterism and alleged orchestrated crime within these centres necessitates this extraordinary step to guarantee impartiality and break any cycles of internal influence,” he explained. Corrective actions include revised gang management protocols, tightened controls on inmate labour, and the reclassification of high-risk inmates.
NC Thobakgale was eager to stress that the success of the revamped Operation Vala is not an endpoint but a new baseline. The intelligence capabilities and coordinated deployment model, now proven, are being hardwired into the department’s permanent structure through the National Operations Centre (NOC).
“The intensified security posture does not relax because the festive season ends. We are institutionalising this capability,” NC Thobakgale affirmed. “Our goal is a year-round, contraband-free environment that ensures safe and secure conditions conducive to rehabilitation.”
The announcements paint a picture of a department in assertive motion. By coupling the celebration of a clear operational triumph with the unflinching, public dissection of its failures in the Western Cape, the Department seeks to build public trust and a culture of accountability.
