National Commissioner of the Department of Correctional Services (DCS), Mr Makgothi Thobakgale, yesterday (06 May 2026) met with the Inspecting Judge of the Judicial Inspectorate for Correctional Services (JICS), Judge Leonard Bozalek, at the JICS offices in Cape Town during a constructive meet-and-greet engagement aimed at strengthening cooperation between the two institutions.<\/p>\n\n\n\n

The meeting marked the first formal engagement between the National Commissioner and the Inspecting Judge in this setting, although the two leaders had previously interacted during parliamentary engagements and discussions with the Minister of Correctional Services.<\/p>\n\n\n\n

Welcoming the National Commissioner, Judge Bozalek expressed appreciation for the opportunity to engage directly and emphasised the importance of building a collaborative and respectful working relationship between DCS and JICS. He noted that while JICS serves as an oversight body, both institutions ultimately share a common objective of promoting a safer South Africa through humane incarceration, rehabilitation, and effective correctional management.<\/p>\n\n\n\n

Judge Bozalek highlighted several areas of mutual interest, including maintaining clean and safe correctional centres, reducing overcrowding, minimising violence within facilities, and ensuring appropriate placement of inmates. He also acknowledged that tensions between oversight and implementation are natural within the correctional environment but stressed that such tensions should remain constructive and not detract from the broader shared mandate.<\/p>\n\n\n\n

Responding to the remarks, National Commissioner Thobakgale welcomed the engagement and described oversight as an important and necessary component of a lawful and accountable correctional system. He emphasised that the relationship between DCS and JICS should not be viewed as adversarial, but rather as supportive and complementary.<\/p>\n\n\n\n

The National Commissioner further stated that structured engagements, predictable reporting processes, responsiveness, and openness would strengthen cooperation between the institutions and improve service delivery within the correctional system.<\/p>\n\n\n\n

During the engagement, several key issues affecting the correctional environment were discussed, including the management of state patients, overcrowding in correctional centres, incidents involving the use of force, and the need for improved reporting and feedback mechanisms relating to JICS recommendations.<\/p>\n\n\n\n

On overcrowding, the National Commissioner acknowledged that the challenge remains significant and indicated that infrastructure expansion alone would not sufficiently resolve the problem. He emphasised the importance of optimising existing capacity while strengthening crime prevention initiatives and diversion programmes.<\/p>\n\n\n\n

The National Commissioner also confirmed that the Department shares concerns regarding incidents involving the use of force within correctional facilities. He noted that investigations into recent incidents are underway, including work being undertaken by a ministerial independent task team, while also highlighting resource constraints affecting operational management and investigations.<\/p>\n\n\n\n

In addition, National Commissioner Thobakgale welcomed proposals aimed at improving structured feedback on JICS recommendations and indicated that mechanisms would be established to ensure more coordinated responses and improved accountability.<\/p>\n\n\n\n

Both leaders agreed on the importance of continued engagement and collaboration in addressing challenges within the correctional system.
