These programmes are aimed at preparing offenders for successful reintegration into society, improving their employability and reducing the likelihood of reoffending.<\/p>\n\n\n\n<p>Under the Free State and Northern Cape Region, the Grootvlei Management Area previously relied on external service providers to supply bread to its correctional centres. This changed when DCS took over the management of Grootvlei Maximum Correctional Centre and established a modern bakery within the facility.<\/p>\n\n\n\n<figure class=\"wp-block-gallery alignleft has-nested-images columns-default is-cropped wp-block-gallery-2 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" data-id=\"11439\" src=\"\/wp-content\/uploads\/Image-2-1024x576.jpg\" alt=\"\" class=\"wp-image-11439\" srcset=\"\/wp-content\/uploads\/Image-2-1024x576.jpg 1024w, \/wp-content\/uploads\/Image-2-300x169.jpg 300w, \/wp-content\/uploads\/Image-2-768x432.jpg 768w, \/wp-content\/uploads\/Image-2-1536x864.jpg 1536w, \/wp-content\/uploads\/Image-2-400x225.jpg 400w, \/wp-content\/uploads\/Image-2.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/figure>\n\n\n\n<p>The bakery now provides practical training to 40 offenders, equipping them with baking skills that can create employment and self-employment opportunities upon their release. In addition to serving as a valuable rehabilitation initiative, the bakery produces approximately 1 400 loaves of bread daily, making Grootvlei Maximum Correctional Centre fully self-sufficient in bread production. Surplus bread is supplied to Grootvlei Medium A and Medium B Correctional Centres.<\/p>\n\n\n\n<p>The initiative supports the objectives of the Department\u2019s Self-Sufficiency and Sustainability Framework, which seeks to reduce reliance on external suppliers and lower expenditure on offender rations. Through internal production, the Department is able to achieve significant cost savings while ensuring a reliable supply of quality products.<\/p>\n\n\n\n<p>Bread produced at Grootvlei Maximum Correctional Centre is sold to surrounding correctional centres at R9,99 per loaf, compared to R15,50 charged by external suppliers. By August 2026, the Grootvlei Management Area had realised savings of R226 075,30 through internal procurement.<\/p>\n\n\n\n<figure class=\"wp-block-gallery alignright has-nested-images columns-default is-cropped wp-block-gallery-3 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" data-id=\"11440\" src=\"\/wp-content\/uploads\/Image-3-1024x576.jpg\" alt=\"\" class=\"wp-image-11440\" srcset=\"\/wp-content\/uploads\/Image-3-1024x576.jpg 1024w, \/wp-content\/uploads\/Image-3-300x169.jpg 300w, \/wp-content\/uploads\/Image-3-768x432.jpg 768w, \/wp-content\/uploads\/Image-3-1536x864.jpg 1536w, \/wp-content\/uploads\/Image-3-400x225.jpg 400w, \/wp-content\/uploads\/Image-3.jpg 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/figure>\n\n\n\n<p>The success of the bakery is driven by dedicated officials who continue to transfer valuable skills to offenders. Ms Phumeza Kali and Mr Kamogelo Tau play a leading role in training and mentoring participants in the programme.<\/p>\n\n\n\n<p>Ms Kali was recently promoted to Team Leader, a responsibility she has embraced with enthusiasm. She gained extensive bakery experience at the Drakenstein Management Area in the Western Cape Region, where she completed bakery-related short courses and worked for four years before joining Grootvlei Maximum Correctional Centre.<\/p>\n\n\n\n<p>Mr Tau also brings years of bakery experience to the facility. His expertise has contributed to the smooth implementation of operations and the continued production of quality products. Having spent several years training offenders in baking bread and confectionery products, he understands the importance of patience and mentorship in skills development.<\/p>\n\n\n\n<p>\u201cAs an official entrusted with producing quality bread, you should be patient with your inmates for them to give you quality products,\u201d said Mr Tau.<\/p>\n\n\n\n<p>The bakery stands as a practical example of how correctional centres can combine rehabilitation, skills development and self-sufficiency to create opportunities for offenders while delivering value to the Department and the broader correctional system.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Since the Department of Correctional Services (DCS) assumed full control and management of Grootvlei Maximum Correctional Centre, offender rehabilitation and skills development have taken centre stage.
